Questions about outsourcing software development to Kosovo
Direct answers about speed, pricing, engagement models, security and how a Kosovo-based team works with companies in Europe and North America. If your question is not here, email us and you will have an answer within one business day.
Outsourcing to Kosovo
01Why outsource software development to Kosovo?
Kosovo combines one of the youngest, most English-fluent workforces in Europe with the Central European time zone, the euro as its currency and rates 40 to 60 percent below Western Europe. Its IT sector has grown quickly around export-oriented services, and visa-free Schengen travel since 2024 makes on-site visits simple. You get nearshore collaboration at offshore prices.
02Is Sharp Minds one of the best outsourcing companies in Kosovo?
Sharp Minds is a Kosovo-based software outsourcing company focused on speed: production-ready MVPs in 6 to 10 weeks and dedicated teams that work in your time zone and your tools. We work with startups and SMEs in Germany, Switzerland, the Netherlands, the UK, the Nordics and North America, and we publish our process, timelines and pricing model openly so you can compare us on facts.
03What time zone does Sharp Minds work in?
Sharp Minds works in Central European Time (CET, UTC+1, and CEST, UTC+2 in summer). That means a full working-day overlap with clients across the European Union and the UK, and a four to six hour overlap with the US East Coast, enough for daily stand-ups and afternoon collaboration.
04Do developers in Kosovo speak English?
Yes. English is taught from primary school and is the working language of the Kosovo tech sector. Every Sharp Minds engineer works in English daily, in writing, in stand-ups and in client demos.
05Is Kosovo safe for data protection and intellectual property?
Kosovo has a data protection law modelled on the GDPR (Law No. 06/L-082 on Protection of Personal Data) and a Stabilisation and Association Agreement with the EU. Sharp Minds signs NDAs before detailed discussions, assigns all IP to the client by contract, and follows EU-standard security practices including access control, encryption and EU data residency where required.
Speed and delivery
01How fast can Sharp Minds start a project?
A project starts with a one-week discovery sprint, scheduled as soon as the agreement is signed. Start dates for dedicated teams and team extension depend on the roles and seniority you need and are confirmed in the proposal. The first week is always a discovery or on-boarding sprint that ends with something concrete: a prototype, a fixed scope or a first shipped ticket.
02How do you build software faster without lowering quality?
Three things: team leads who have shipped similar products before, a fixed first-release scope that prevents drift, and AI-assisted tooling for code generation, testing and review that removes repetitive work. Quality is protected by automated tests in the pipeline, weekly demos and code review on every change.
03What does a typical project timeline look like?
Week 1: discovery and scoping with a prototype. Week 2: design and architecture, environments provisioned. Weeks 3 to 8: weekly sprints with a demo every Friday on a staging URL. Weeks 9 to 10: hardening, QA and production launch. Larger platforms follow the same rhythm over more releases.
04How do we stay informed about progress?
You get a live staging environment that is updated every sprint, a demo every Friday, a shared board in your tool of choice and a delivery lead you can message during CET working hours. Monthly reports summarise velocity, quality and budget.
Engagement and pricing
01What engagement models does Sharp Minds offer?
Three models: fixed-scope projects for MVPs and well-defined builds, dedicated teams billed monthly per person for ongoing product development, and team extension where one or more engineers join your existing team. Most clients start with a project and continue with a dedicated team after launch.
02How much does outsourcing to Sharp Minds cost?
Dedicated developers are billed at a transparent monthly rate that is typically 40 to 60 percent lower than equivalent seniority in Germany, the UK or the Netherlands. Projects are quoted as a fixed price after a discovery week. There are no recruitment fees, and you can scale a team with 30 days notice.
03Who owns the code and intellectual property?
You do. All code is written in repositories you own, and our standard contract assigns all intellectual property to your company as it is created. We do not reuse client code or keep licences on the deliverables.
04Can we start small and scale up?
Yes. Many clients begin with a single developer or a two-week discovery sprint. When the collaboration works, we add people as the roles are filled and agree each start date with you. Scaling down is just as simple, with 30 days notice per role.
05What if we are not satisfied with a developer?
Tell us and we replace them, at our cost, with a hand-over period. Every developer is interviewed by you before starting and reviewed with you after the first month, so this is rare.
Technology and process
01Which technologies does Sharp Minds specialise in?
On the web we work primarily with Vue.js, Nuxt, React, Next.js, Laravel, Node.js and .NET. For mobile we use Flutter and React Native, with Swift and Kotlin for native needs. Infrastructure runs on AWS, Azure, Google Cloud or European providers with Terraform, Docker and Kubernetes. AI work uses Anthropic, OpenAI and open-source models.
02Do you work with our existing team and tools?
Yes. Our engineers join your repositories, boards, chat and ceremonies, whether that is GitHub, GitLab, Jira, Linear, Slack or Microsoft Teams. If you do not have a process yet, we bring a lightweight one based on weekly sprints and demos.
03How do you handle security and compliance?
Least-privilege access, two-factor authentication everywhere, encrypted devices, secrets management and code review on every change are standard. For regulated clients we support ISO 27001-aligned controls, GDPR data processing agreements and EU-only hosting.
04Do you provide support after launch?
Yes. Options include a maintenance retainer with an SLA, keeping the same team on a dedicated basis, or a documented hand-over to your internal developers. Most clients keep at least part of the team to continue improving the product.
